STRATWARM ALERT EXISTS STRATWARM MONDAY MINOR WARMING OVER EUROPE/SIBERIA AND THE WHOLE ARCTIC AT 10 HPA CONTINUES, SLOWLY WEAKENING. TEMPE- RATURE GRADIENT REVERSED BETWEEN 60N AND THE POLE IN THE MIDDLE AND UPPER STRATOSPHERE.
