Because of the SWPC scaling factor, solar flares are reported as 42% smaller than for the science quality data. UNSETTLED. SOLAR WIND VELOCITIES DECREASED DURING THE PERIOD. THE
FORBUSH DECREASE THAT BEGAN ON 23 JAN CONTINUES TO SLOWLY RECOVER.
